Background on the Recovery School District

The Louisiana Recovery School District (RSD) fulfills the core governmental functions necessary to achieve excellence and equity in a decentralized system of schools serving as good stewards of our physical infrastructure. The RSD has been nationally recognized as one of the most innovative public school districts in the country due to its unique system of governance, which supports autonomy and encourages innovation while ensuring accountability.

The School Facilities Master Plan (SFMP) for Orleans Parish, approved in 2008 and amended in 2011, guides the largest educational facility recovery program in the history of the United States. This capital program rebuilds infrastructure devastated by Hurricane Katrina and the subsequent levee failure. The objective is to create lasting, high-quality facilities for 21st century educational needs, with every student having access to a new, renovated, or refurbished facility.

Position Description

The (DBE) Capital Logistics and Communication Manager will report to the Director of Disadvantaged Business Enterprise (DBE) Program, and support the SFMP capital program. The position will be based in the New Orleans central office. Salary is commensurate with experience; generous benefits plan included. Principal Duties and Responsibilities

  • Schedule and attend trainings for operators on new building systems
  • Support design process and warranty compliance periods
  • Provides assistance in response to internal/external audit requests
  • Provide DBEs with information and assistance with navigating procurement process and bidding RSD jobs, including referrals to DBE project funding, bonding, and insurance assistance
  • Respond to internal and external inquiries
  • Support contractual compliance period monitoring efforts
  • Provides regular assistance with compliance reporting and project participation audits/analysis
  • Other duties as assigned

Minimum Qualifications

  • Bachelor’s degree in a relevant field
  • Background in and/or understanding of the construction, engineering, or architecture industry
  • Knowledge of Supplier Diversity/DBE programs compliance
  • Able to work independently on multiple projects and manage multiple, sometimes overlapping deadlines
  • Ability to communicate effectively and facilitate collaboration with a wide variety of stakeholders
  • Exceptional critical thinking skills and ability to generate innovative solutions
  • A results-oriented, goal-driven approach to workstreams
  • Flexibility and ability to work in a fast-paced environment
  • Highly motivated individual with financial accounting and/or bookkeeping experience
  • Strong computer skills, including advanced MS Word, Excel, Access and PowerPoint skills
  • Ability to prepare clear and concise documentation
  • Ability to learn quickly and work independently as well as being a team player
  • Keen analytical and problem-solving skills

Preferred Qualifications

  • Graduate/JD degree
  • Experience in DBE management/compliance and/or experience in public sector procurement processes
